Segundo o ministro da Fazenda, Fernando Haddad, essa \u00e9 a data-limite para o governo enviar ao Congresso Nacional os projetos de lei complementar para a regulamenta\u00e7\u00e3o da reforma tribut\u00e1rio. Depois de 40 anos de muita discuss\u00e3o e poucos avan\u00e7os, os parlamentares aprovaram no ano passado uma Proposta de Emenda \u00e0 Constitui\u00e7\u00e3o (PEC) que busca simplificar o atual sistema de impostos sobre  bens e servi\u00e7os, por meio de medidas como a unifica\u00e7\u00e3o de impostos.<\/p>\n\n\n\n<p>Mas ainda falta muita coisa sens\u00edvel para ser definida \u2013 e \u00e9 a\u00ed que mora o perigo. A press\u00e3o de lobbies deve ser ainda maior para angariar vantagens (ou novas vantagens) nessa fase da regulamenta\u00e7\u00e3o. Representantes do mercado financeiro veem isso com alguma apreens\u00e3o. \u201cTemos expectativa de que seja uma tributa\u00e7\u00e3o simples e eficiente, que elimine riscos e n\u00e3o aumente a carga tribut\u00e1ria\u201d, afirma um banqueiro. \u201cIdeal \u00e9 pagarmos o mesmo valor em tributos com menos custos (burocracia) e conting\u00eancias fiscais (multas).\u201d<\/p>\n\n\n\n<p>A quest\u00e3o essencial aqui \u00e9 que o Congresso vai mergulhar novamente em um tema \u00e1rido e espinhoso e em pleno ano eleitoral. Dificilmente, investidores e empres\u00e1rios v\u00e3o ter apetite para tirar novos projeto da gaveta enquanto n\u00e3o tiverem uma estimativa da nova carga tribut\u00e1ria. E as chances de as discuss\u00f5es travarem n\u00e3o s\u00e3o desprez\u00edveis, a despeito da promessa do presidente da C\u00e2mara, Arthur Lira, de acelerar o processo de vota\u00e7\u00e3o.<\/p>\n\n\n\n<p>Haddad tem afirmado que o objetivo \u00e9 obter uma reforma com impacto zero, ou seja, sem aumento da carga tribut\u00e1ria. Mas \u00e9 preciso ver o que ainda falta ser definido, a come\u00e7ar da al\u00edquota-padr\u00e3o do novo Imposto sobre Valor Agregado (IVA). Com base no texto da reforma aprovado no ano passado, o pr\u00f3prio governo estima uma al\u00edquota em torno de 27%, o que seria uma das maiores do mundo.<\/p>\n\n\n\n<p>A partir disso, tamb\u00e9m ser\u00e1 preciso definir quais produtos e servi\u00e7os poder\u00e3o contar com al\u00edquotas reduzidas e quais desses setores ter\u00e3o direito a regimes espec\u00edficos de taxa\u00e7\u00e3o (neste ponto, o mercacado financeiro tamb\u00e9m tem interesse direto). \u201cEsperamos que al\u00e9m da al\u00edquota de tributa\u00e7\u00e3o sejam definidas tamb\u00e9m as normas de implementa\u00e7\u00e3o, sen\u00e3o ser\u00e1 o caos\u201d, afirma um empres\u00e1rio. Passada essa fase, uma nova \u201cbatalha\u201d j\u00e1 est\u00e1 contratada: a discuss\u00e3o de propostas de uma reforma tribut\u00e1ria tamb\u00e9m para a renda.
